This drink is named after the famous cafe as seen in many publications like this one:

This cafe very well may have served and created this drink, but there is no literature supporting this. There is no other significant song, movie, or event during this time that would have started this drink.
This drink falls under the sub-category of crown family drinks containing Crown Royal and Amaretto and it might have started that trend within the family. The drink was certainly named after the Royal Cruise Ship Windjammer cafe, however, the cafe like got it’s name from the popular movie soundtrack as seen here:

Whatever the case, the shooter is a great classic and might have started the entire crown family, although there is no evidence supporting this.
